Megan O. Basson

Graduating from the University of the Western Cape with both B.Proc and LLB degrees, and then from the School for Legal Practice at the University of Cape Town, followed by Admission as an Attorney of the High Court of South Africa, all resulted in an extensive career in policy formulation, implementation and regulation, as well as compliance monitoring in various spheres of Government (local, provincial, national and international).

A dynamic career in the Governance landscape, more so in being positioned at a Gambling Regulatory Authority as the Head of Licensing for the Western Cape Gambling and Racing Board in South Africa for nearly 15 years, has resulted in extensive networking, collaborating, negotiating and liaising with various stakeholders (Public and Private) spanning across varying fora in this niche gaming ecosystem.

As recent as November 2023, Megan was appointed to the UNLV Faculty as Executive Director of the International Center for Gaming Regulation (ICGR). She adds her vast experience in terms of Licensing and Compliance within the Gambling Regulatory landscape to the ICGR Team. As the Former Head of Licensing, she engaged extensively with varying License Applicants, Licensed Operators, Manufacturers, Suppliers and Key Individuals through rigorous investigations, resulting in the recommendations relating to suitability to hold the requisite license, as well as monitoring the continued suitability and compliance with all conditions attached to the issued licenses. Bookmaking / Sports Betting is one of the oldest gambling modes licensed by the Western Cape Gambling and Racing Board (since 1996). In her previous role, Megan has experienced the immense growth (through the pandemic) of this gambling mode, and further notes that it continues to grow exponentially in that region and elsewhere, more so internationally.
